April 2025 Update – What Landlords Need to Know
The Scottish Government has announced plans to introduce minimum energy efficiency standards for private rented sector (PRS) properties. This long-expected move aims to improve the sustainability of Scotland’s housing stock.
New regulations, known as Private Rented Sector Minimum Energy Efficiency Standards (PRS MEES), will require all rental properties to reach, where possible, the equivalent of an EPC rating C. Although we don’t yet have confirmed dates or full details, landlords should start planning ahead.
What Do We Know So Far?
- The standard will require properties to meet “the equivalent of EPC C,” but it’s still unclear whether this will be measured using current EPC ratings or a new benchmark.
- EPC assessments are being updated in the coming year to better reflect energy use and carbon emissions.
- The government may introduce a fixed list of improvement measures, as proposed in the Heat in Buildings consultation.
- No compliance date has been announced, but updates are expected soon following a meeting between the government and SAL (Scottish Association of Landlords).

Changes to Heating Policy
The government has confirmed it will not proceed with the previously planned 2045 ban on polluting heating systems. Instead, it will focus on:
- Supporting cleaner heating options, such as heat pumps and district heating
- Introducing pricing reforms to promote energy efficiency
- Encouraging the UK Government to make electricity more cost-effective compared to gas
A Heat in Buildings Bill is due later this year. It will include powers to set energy efficiency standards for owner-occupied and non-domestic properties, although no deadlines for compliance have been announced yet.
What This Means for Landlords
Although the new regulations aren’t finalised, landlords should begin preparing now. Upgrading insulation, switching to more efficient heating systems, or reviewing your property’s EPC could all help future-proof your rental.
